Construction Management (CM) is very similar to the Design-Build method of project delivery where the CM is involved with all phases of a project.  Since publicly funded projects are typically required to utilize a competitive bidding process, this form of project delivery is typically utilized by public entity owners.

The CM typically assumes a consultative, fee-based role while the owner acts as their own project administrator.
